STEP 2: In a medium saucepan, combine sugar, brown sugar, butter, and milk. Bring to a full rolling boil over medium-high heat and boil for 90 seconds.
STEP 3: Remove from heat and quickly stir in pumpkin puree, vanilla extract, pumpkin pie spice, and salt until smooth to create the pumpkin mixture.
